LAUGHTER and heartfelt memories filled the Florida Fire Station in Florida Park, Roodepoort, on Tuesday, 2 December.

Colleagues, friends, and family gathered to celebrate the life of former JMPD Chief David Tembe.

Those who knew him best painted a picture of a man whose presence was impossible to forget and whose leadership reshaped the culture of public safety in Joburg.

Tembe was laid to rest on Saturday, 29 November, following his sudden passing that shocked many across the city.

The respected former JMPD Chief and one-time MMC of Public Safety in the City of Joburg was found dead at his home on 24 November.

In a sombre statement, the office of Dr Mgcini Tshwaku, the MMC for Public Safety, confirmed his death.

"Tembe was found unresponsive at his residence yesterday. Emergency services responded promptly but declared him dead at the scene. A postmortem examination will be conducted to establish the cause of death," the statement read.

Despite the shock and sadness of his departure, the memorial was filled with warmth as speaker after speaker reminisced about the man Tembe was - decisive, disciplined, humorous when it mattered, and deeply committed to the safety of the people he served.

Former JMPD spokesman Wayne Minnaar remembered him as a leader cut from rare cloth.

"Chief David Tembe was the embodiment of professionalism and dedication in public service. His leadership at JMPD was marked by clarity, decisiveness, and genuine care for both his team and the community. He set high standards, led by example, and his legacy of integrity and commitment will continue to guide all who had the privilege to work with him," he said.

For his friend Lucky Ngobese, the loss was deeply personal.

"It's a privilege to honour my friend, Chief David Tembe. He was a man of vision, discipline, and unwavering commitment to public safety. His leadership inspired confidence, his counsel brought clarity, and his integrity set a standard we will continue to follow.

"David was not just a colleague, he was a true friend. Steady, honest, and dependable. His legacy, especially through initiatives like #BuyaMthetho, continues to shape how we serve and protect our city. Rest well, my brother. Your impact lives on," he said.

His daughter, Tokiso Molefe, standing with the poise of someone raised by a giant, began her tribute with grace.

"It's an honour to celebrate my father, Chief David Tembe. He was more than a father. He was a guide, a mentor, and a source of endless wisdom. His love, discipline, and dedication to public safety shaped not only our family but the community he served. His integrity and commitment will forever inspire me, and his legacy will live on in every life he touched."

Then, abandoning her prepared speech, Tokiso let her memories take over, raw, unfiltered, and deeply human.

She recalled how she would call him from town during her modelling days, which he famously disapproved of.

"As I was driving here, I remembered how, when he had an office here, I would call him from town. I used to model, but he didn't like it, and every time I came here, I would say, 'Father, where are you? and he'd say, 'I'm at the office'. I would get off the taxi and go to his office and, as a princess, take money from him.

"When I was around my father, I was a baby girl. I'm never going to hear ‘Hello, hello my girl', again."

Those who worked with Tembe across the safety and security sector echoed the same sentiment: he was not just effective but exceptional.

Wits head of security Henderson Manyathela said: "Chief David Tembe was a pillar of excellence in public safety. His strategic vision and hands-on leadership strengthened collaboration and trust across all sectors."

RTMC acting CEO Refilwe Mongale praised Tembe's impact beyond city borders, saying: "Chief David Tembe was a transformative leader whose dedication to road safety and public service left an indelible mark on RTMC.

"His strategic insight, integrity, and unwavering commitment inspired colleagues and strengthened the organisation's impact. His legacy continues to guide our mission, and his contributions will always be remembered with respect and gratitude."
