The 27-year-old spent last season on loan at Golden Arrows, managing only two league goals.
Should he join he would become Rise and Shine's second signing following the capture of defender Walter Maponyane from Chippa United.
According to a source at City Maponyane has signed for three years and Ramagalela will be following shortly.
"It's done deal for Maponyane," said the source. "Our negotiations with Ramagalela are now at advanced stage and should be completed very soon."
