Zwane, who holds CAF A and B licences in coaching and recently acquired his UEFA B licence, is currently in charge of the Kaizer Chiefs' Multichoice Diski Challenge team, something that is preventing Ntseki from making him his full-time number two.
But the Bafana Bafana coach says '10111' is still going to be called up for the national team's upcoming games.
"Ja no we are not intending to change the technical team any time soon," Ntseki tells KickOff.com.
"We have just started and we are still trying to understand each other better, trying to get each other involved and be of value. So we are building a relationship here of people that are working together for a common objective.
"For now we really appreciate the help we are getting from Kaizer Chiefs because he's contracted to Kaizer Chiefs, but Kaizer Chiefs has released him to come and join the team. So for now that is the operation."
It has recently become a norm that Bafana coaches recommend to SAFA to use their assistants as junior national team coaches, and Ntseki was asked if that would be the case with Zwane.
"Ja we are a team but as of now coach David Notoane and Kwanele Kopo are busy with the under-23s so we do have technical meetings to discuss team selection and player profiling, so coach Arthur is also part of the discussions with [goalkeeper] coach Andre [Arendse]," Ntseki responds.
"Like I said I can't hire him full-time because he is still contracted to Chiefs and I think for him to join us at Bafana Bafana we normally send out a call-up letter to Chiefs to say 'please release coach Arthur to come and be an assistant to the national team'.
"So for now we haven't ever entertained the possibility of him joining us full-time because we respect his contract, we respect Kaizer Chiefs, and I think for them releasing him to help the national team that's all that we are looking for."
Ntseki also explained Zwane's role in the Bafana technical team.
"He's assistant, he's part of the team in whatever we do, he is a coach. It is just a title so he performs the roles and functions of a coach in the team, whether it's warm-up, whether it's match preparations, whether it's matchday.
"He fully understands his roles, he's just a coach but unfortunately we've given him a title to say he's an assistant coach and that doesn't belittle him at all in terms of his knowledge and his contribution."
