Semenya joins Rise and Shine on a free transfer after his contract with Dikwena ran out at the end of last season.
Newly-appointed City coach Luc Eymael confirms the signing of the 32-year-old, who had impressed while on trial with the club.
"Yes, Thabiso has signed. He was training with us and also played in our friendlies against Kaizer Chiefs and SuperSport United recently," Eymael tells this website.
The Limpopo-based outfit are also assessing Belgium-born striker Christophe Martin-Suarez, who turned out for Belgian second division club KSV Roeselare, as well as ex-Jomo Cosmos striker Muhammad Sulumba.
"We are also assessing a striker from the Belgium second division Chris Martin-Suarez, and another one from Malawi Muhammad Sulumba," he added.
"Martin-Suarez got a slight knock to the ankle against SuperSport, but we are hopeful of signing him soon as he also has other offers in Belgium."
Eymael also confirmed two upcoming friendlies the club have lined up against Highlands Park and Orlando Pirates on Monday and Wednesday respectively.
