Bafana Bafana will contest Group D with the Tunisians, Angola and Senegal.
There are just two uncapped players in the squad, midfielder Farid Ben Khalfallah, who plays for French Ligue 2 side Angers, and goalkeeper Adel Nefzi from Club Africain.
The squad also includes eight players from recently crowned CAF Champions League winners Etoile du Sahel, and will be trimmed to 23 players by the January 10 deadline.
Tunisia open their campaign against Senegal on January 23, before playing South Africa on January 27 and then Senegal on January 31.
