With the central midfielder's contract at Stamford Bridge having been due to expire in June this year, the Blues are said to have pocketed £12 million (R258 million) from the transfer.
The former Napoli playmaker completed a medical on Friday, and Arsenal boss Mikel Arteta is said to have been a key factor in the transfer, per journalist Fabrizio Romano.
The 31-year-old enjoyed a largely successful four-and-a-half seasons in west London, where he won a handful of titles, including the UEFA Champions League and FIFA Club World Cup, as well as the UEFA The Best Player in Europe award in 2021.
He also finished third in the 2021 Ballon d'Or award rankings.
